SALFORD TO SEE NO CUTS BUDGET THIS YEAR BUT £21MILLION SHORTFALL OVER NEXT THREE YEARS

Star date: 3rd February 2021 NO CUTS THIS YEAR BUT COUNCIL BRACED FOR £21MILLION SHORTFALL Salford City Council is to announce a no cuts budget this year, apart from what has already been announced, but the following two years will see a shortfall of over £21.8million – and that is after £40million projected savings for the three year period have been achieved. The Council blames 'the impact of COVID-19 upon council tax and business rates income'. Meanwhile Council Tax is set to increase by 4.99%, although no final figure has been disclosed. Salford Council passed a motion at its last meeting calling on the Government to increase funding 'to mitigate the impact on local council tax payers'.

A Salford Council report, to be aired today at its Overview and Scrutiny Board, lays out the financial chaos that lies ahead over the next three years, mainly as a result of the COVID-19 pandemic. Projections to mitigate some of the funding gap over the next three years have already been tabled, with a mix of reserves, returned business rates from GMCA and an 'Integrated Fund saving' relieving over £40million of savings. But even after these have been achieved, the Council reckons on 'savings shortfalls' – ie cuts – of nil in the financial year 2021/22, £10.546million in 2022/23 and £11.279million in 2023/24. These projections, which will be subject to change, have taken account of the Government's extra COVID funding. The main cause of the huge deficits, the Council states, is the loss of Council Tax and business rates revenue during the crisis...with more residents accessing the council tax reduction scheme and a reduction in collections. Deficits in these funds amount to over £28million, and the Council reckons it will lose Council Tax income from 1,836 band D properties. Council Tax may still also rise by 4.99%, although no final figure has yet been disclosed. At the last full meeting of Salford Council, a motion put forward by Salford City Mayor, Paul Dennett, was passed calling on the Government to increase funding 'to mitigate the impact on local council tax payers'. "The future is very, very serious for the local authority" said Councillor Bill Hinds, Lead Member for Finance and Support Services, at that meeting "...The Government needs to come up to the plate to help local government, and Salford in particular..."

| Why does Paul want to forcefully take money from the rich, when so many of them go out of their way to pay as much tax as they possibly can. Look at Fred Done and his brother. These 2 generous Salford lads are listed as being the 3rd and 4th biggest tax payers in the country,paying an astonishing £191 million quid each last year. They could cut that in half if they lived in the isle of Man,which is half an hour on the plane, and they would still be allowed 90 days a year here, plus as many one day trips as they wanted to watch united,as they don't count.I reckon that sort of cash easily pays for all the dole money in the whole of Salford. Tell you what,if I had their cash, I wouldn't live in Salford. |

The entire council tax income doesn't even cover the cost of social care in the city so I'm not sure what else you're expecting. It works out at about 10-15% of the council's income.
Most council income comes from central government.

In fact you have not mentioned the cop shop case at all. Should the councilors who did all this be surcharged for it or not? Should we have a public inquiry into whats gone on here? Yes or no.Why do you not face the music with this one now?Just think, knowing how forgetful the Salford electorate are, if it all comes out now,the public will most likely have forgot about it come the elections in May. How about the council starting to earn the council tax that they are receiving from the ratepayers.
How much council tax is overdue.not only from last year but previous years?
What are our illustrious council doing to improve the council tax receipts?
What are the council tax payers getting for their money, no street cleaning, no gulley emptying, drains blocked, pavements in bad condition, roads in a mess, volunteers tending to bowling greens, contacting the council made difficult, council not transparent.
Labour run for as long as I can remember, nothing changes. |

| Ray is wrong to not blame Labour. They should have pushed up inward investment each year for the last 10 years at £3million a year. Cumulatively giving a profit above the shortfall. There is still time to clear the massive bill. Selling the Civic Centre to Beijing for them to set up a Western G5 HQ would clear the debt along with creating hundreds of technology jobs in Salford. We now no longer need the Civic Centre with home working having become the norm. Inward investment is what Salford needs. |

I'm what you call a classic middle ground floating voter and can see the good and bad in both sides. The thing that disappoints me most about the labour party at the moment is the immediate reversion to name calling of anyone who doesn't agree with your point of view. It might get you a like or two from your immediate circle of friends but a huge number of people find it very off putting. It was a tactic used by Trump to win the presidency, and one that he used to deflect criticism. | Paul Kelly, people often don't have to pay the bedroom tax. They just have to apply for a Discretionary Housing Payment. That covers it. When I lived in a two bedroomed flat I applied three times and got it on those occasions. Then I moved into a one bedroom. A friend of mine has had the DHP on about eight occasions. Although I agree with you, in that the bedroom tax was a particularly nasty way for the Conservative wankers to punish the poor. As was making people on benefit pay Council Tax. And outsourcing to Atos, Maximus and capita the ESA and PIP medicals, whereby it's all rigged to strip people of their benefits ... And the creation of Universal Credit by Ian Duncan Smith and his cohorts. These people truly are scum. With the original Universal Credit phone line that cost about 20 pence per minute, and you were on for an hour before talking to someone, and then you got cut off; and also the Sanctioning regime, which some little Hitler's in the Jobcentre really loved doling out. Before Covid I'd go there and one dwp advisor in particular was a real twat. She'd ask if you'd brought "evidence" of your job search, as if she was a Magistrate back in the days of Jean Val Jean, and you were a "suspect" having to prove yourself innocent. Some of those people were truly awful. Thankfully they were a minority, at least in my opinion. What amazes me is how come Covid, the Government can furlough workers on 80 to 90 percent of their salaries indefinitely. It makes you wonder what all this bollocks of austerity was really about? For my opinion it was pure Tory ideology of buggering the poor and the low paid, and then making them pay for the buggering. |

Much better social housing built over 500 years ago by a german industrialiist, and still standing because its so well built, not like the crap built by Labour. This is the best social housing in the world. You have to pay 6.50 euros just to look at it, much more than the rent the tennants pay each year which is 88 euro cents, (about 70 pence) lets build a Fuggerei apartment complex on the Clari site. Much better than labour Fuckery. Put me down for one,I'd like to live there. |

| How about creating a new council tax band in all the Tory wards and areas where if only 2 Tory pigs live in an abode with more than 4 rooms they have to pay treble council tax for the spare rooms they do not need a mansion tax along the lines of the bedroom tax which they thought was a wonderful idea which along with there liberal demorat mates and remember this when the libdems come looking for your vote along with the tuition fees and all the dirty deals done with dodgy Dave under austerity and the callous measures they introduced to make poor people poorer and have caused absolute misery and hardship for many leading to the growth of food bank UK. The money raised from the greedy Tory vermin tax band z for living in a house to big for them could be used to pay the bedroom tax which poorer people are being forced to pay at the expense of putting food on the table course they can move if they wish of course this may split up families but they did not give a fig about poorer families being split up so its not a problem perhaps the money could also be used to give to families so they can afford to heat there homes and feed the kids. |

| Joe muggins must be living in cuckoo land if he thinks we are NOT paying the councils legal bills, Of course we are paying,we are the fools who have to pay.These Qc lawyers get £20 -£30 grand plus just for looking at a case. Then its £750 to £1000 per hour. Normally ,what happens is that the QC's on each side tell their clients they are going to win,and the other side is going to pay the bill at the end of the day. That normally gets the cash rolling. The ideal clients these QC types like,are ones that are a bit thick,who have plenty of cash,and have done something that they dont want people to find out about. People like footballers, or better still, our Councillors, who are most likely the best they can get, because its not their own cash they are handing over.Try as they might to avert it, this cop shop case is going to hit our council right up the arse at the wrong time.There is talk of something else on its way. What this is,I don't know, but it cannot get any worse for clown hall,or can it? |

| Rays hypothetical idea for banging an extra tax on the highest band council tax payers sounds great to me, but I can think of an even better idea. Why dont Dennet and Merry go round and thump Tyson Fury on the nose if they want to pick a fight with someone? Does Ray actually know where these highest rate homes are? I guess they are in Worsley and higher Kersal. Many of the people who live in them are high up in the legal world and would put up a hell of a fight. Even if the council were in a position to do this which they are not, it would force busy well off people,with better things to do, to turn their attention to be enemies of the council. The more enemies our council has,the better. No, all Ray is trying to do here,in his own misguided way, is to try and stir a little bit of class hatred. This £21 million deficit. Does it include the £10 million for the Cop Shop legal case, or has that got to go on top of this? Ray still has not answered my points on this case, now that the councils own "brief" has got her knickers in a twist,and while boasting about how smart she is has dropped the council in it by revealing the full cost of the case.
