SALFORD CITY COUNCIL ATTEMPTS TO DEFER POLICE HQ COURT CASE FOR SIX MONTHS

Star date: 19th January 2021 CRESCENT POLICE HQ 'SCANDAL OF THE DECADE' SET TO BE POSTPONED A court case set for March between Salford Council and Stama Developments, surrounding planning refusal for the old Police HQ on the Crescent, looks set to be postponed, after a decision published by the Council states that it is "Applying to vacate a High Court hearing for a period of 6 months" for "further discussions and negotiations". The refusal to grant planning permission to Stama was dubbed the 'local government scandal of the decade' by former Labour councillor Stephen Ord. Full details here...

Former Labour councillor Stephen Ord It was back in 2019 when Stephen Ord, then a Labour Party councillor, told a full meeting of Salford Council that the refusal of planning permission for Stama Developments (Salford) Ltd to convert the old Police HQ on the Crescent into flats and houses was the "local government scandal of the decade"; that "there is no doubt in my mind that criminal offences have been committed"; and that there was a "multi-million pound lawsuit being compiled" against the Council. That lawsuit was due to be heard at the Civil Justice Centre between 4th and 19th March, with councillors and ex-councillors being called as witnesses.* Now a decision by Deputy City Mayor, John Merry, taken outside of any committees and not subject to 'call-in', has been published, with the Council "Applying to vacate a High Court hearing for a period of 6 months and agree to undertake further discussions and negotiations as detailed in the confidential report considered on 11th January 2021..." The decision notice adds that "The application to vacate a High Court hearing has emerged to seek to resolve litigation before going to court, potentially avoiding a lengthy trial at public expense"...and any embarrassing details which could emerge from such a case. Indeed the Council has already tried to head off a court case with an offer to settle "up to a maximum figure" during mediation, which was ultimately unsuccessful. It is not known whether Stama, which was about to bring the case, has agreed to the six month 'vacation'. Meanwhile, at next week's Salford Council Property and Regeneration Briefing, the final Development Framework for the Crescent will be discussed. The 131 page Framework mentions the Police HQ briefly, stating that "The re-purposing of the building and extension to the rear for use as a hotel to cater for visitors will be supported, subject to being supported by appropriate technical information..." | Wrote, lots of investors will now, as a result of Covid, invest their capital in the Emerging Markets, in countries in the Far East, this obviously will benefit the Chinese economy greatly. Over the next decade we will see a switch in the balance of economic power. The wealth will be in the Far East. China will be the world's largest economy and the Chinese will be the new Americans. China will also up their international spending to several trillion pounds a year, buying up foreign businesses, sea ports and financing the construction of so called luxury apartments throughout the UK and Europe. This is just the way that it is. It's not good, but the West have lost this game of chess. |

| Covid has changed everything. Pension fund and Church billions investments will be moved from risky world businesses Into safe secure housing developments where returns above 8 percent will flourish. Mr Felse is up to date with his assessment obviously the police station development becomes a more prized piece of land. Selling Civic Centre to a 50 story developer will bring a massive 200millon British pounds a year into the local economy. Forget the past. Safely built high rise Halo properties will make Salford prosperous, modern and extremely desirable as the eco modern new Northern Gateway to economic success. |

| I love the idea of a 50 story building putting Salford on the map. It is time Salford stood out from Manchester and became a beacon City. At last the housing list will be solved for the many forgotten. Same for the police station in the article the high rise will be the jewel in the crown for Chapel Street a real winner all round. |

Sui generis private developers aren't going to
solve the housing crisis because they see no
profit in doing so! To pretend otherwise is to
literally beggar belief!
Secondly,in the aftermath of Grenfell who in their
right mind would want to live in a 50 storey bloc?

| @Rayon Du Soleil ... ahh mon cher..."rotten corrupt politics" you sound as though you are giving a summary appraisal of Labours 50 year rule of Salford Council.... They say you should always study history as it gives an insight into the present day. A few hundred years ago, we had "Rotten Boroughs" where you could put any old stiff up for election and they would win the seat... It would appear to me that Salford is a modern day Rotten Borough, where we have multiple elected stiffs... Wrong Daily as MP and multiple rotten eggs in the town hall. Shame Shame Shame that the labour party perpetuates this system in Salford in the 21st Century. |

| Ray the simple point being made by me is there are solutions to every problem. Every angle to explore. Working with developers is the best way to build a Golden Salford. Conflict is never going to bring success. I would simply say pin back your ears and take time to realise solutions to every problem are just waiting for the City to find and implement. |

| Look Ray, lets keep to the point in question. Should the people in Salford who elect all the councilors and Mayor know what has gone on here? Do they have a right to know how their money is spent,yes or no? Do they have a right to know if things have been done wrong and huge amounts of money wasted. |

| My plan would be to save the potential £10million compensation by revisiting the blue print with the developer to image a bigger 40 story building, part offices part residential and with 20 percent social housing affordable for young people. And would invite the builder to form a consultation collection of developers to bring a modernisation building plan into Salford. This to include having a 56 story social housing building on the site of the Civic Centre to enable 1200 people on our housing waiting list to have their first home. The Civic Centre would have all services pushed out into all Wards to better serve local people modernising our Council. |

| If former Councillor Ord is so sure serious criminal offences have been committed, is he not duty bound to tell Mr Plod about it? He seems to know exactly whats gone on, and who done it,whatever it is that was done. If, and I mean if criminal things have been done, is it called perverting the course of justice when all the wrongdoing is covered up so that the guilty get away with it? Like that other councilor said at the time, Mr Ord should apologize for saying what he said, or indeed, he should report this matter to the proper people to investigate. Unlike others who write here, I have every faith in the police to conduct a fair investigation. |

| Of course criminal offences have occurred its a former police station fit ups assaults beatings it was like life on mars that place and not one member of the forces of the law was ever found to have committed any wrong doing and if skullduggery and dodgy dealings have gone on no one is going down on this one either its a wrap not even an open and shut case just shut this is what democracy looks like send for T Dan Smith PS mr developer if you pull it down can i drive a bulldoser through it. |

| Try as I have to find out,not even a whisper is out on this one believe me.There are one or two people about who sometimes chat with some of the "loosed lipped," councilors, who sometimes get the odd snippet especially when they are talking in drink. The inner circle are keeping a tight grip on this one, they have to. I believe there is nothing sinister as to whats gone on, just a gross big cock up, and people trying to be smart and change their minds over things they had agreed to,thats all.But there are millions involved. The M.E.N.are not like the Star. They love the council, The Mayor, local housing providers etc. Their press officers work hand in glove with the M.E.N. to help them provide the stories that they put between the adverts. These people are not out to hold the council to task. Bottom line is, we are not gonna find out about this one. Dennetts won. |
